3rd and 4th Ave corridor rezoning to move ahead


Today the City Planning Commission voted to certify, or officially begin consideration of, a rezoning of the Third and Fourth Avenue corridors from 13th to 9th Streets. The current zoning for this area has no height limits and strongly encourages large-scale dorm and hotel development, resulting in jarringly out-of-context construction. This is most distressingly illustrated by NYU’s 26-story dormitory on East 12th Street, the tallest building in the East Village.

Since 2005, GVSHP has been working with neighbors, Community Board 3 and Councilmember Rosie Mendez to call upon the city to change the zoning for this area to prevent exactly this kind of inappropriate development from taking place. After initially opposing any rezoning of the area, in 2009 the city finally agreed to some of the changes we had collectively proposed, including placing height limits on new construction in the area, eliminating the zoning bonus for dormitory and hotel development, and eliminating the zoning bonus for building tall towers set back behind plazas. While the proposed new zoning which was certified today is still less restrictive than we called for, it will never again allow development like NYU’s 26-story mega-dorm.

The proposed rezoning must now go through a series of public hearings and votes before it can be enacted. The first hearing and vote will be before Community Board 3, followed by the Borough President, City Planning Commission, and City Council.
