Dear Chair Tierney:

I write regarding my extreme concern about the condition and the oversight of the three landmarked properties at 755-57 Greenwich Street and 305-311 West 11th Street.

More than two and a half years after illegal work by the owner seriously compromised the condition of these 1830s houses, repairs are still not complete and deterioration of the properties is being allowed to continue. Worse, serious changes to these properties that will diminish the integrity of their historic features have been approved by the Landmarks Preservation Commission without the required public hearings, including construction of a new areaway, compromising of a 180 year old fence, and installation of a new doorway and fences not in keeping with the historic character of our area. Additionally, new bricks have shoddily been installed on the façade of the building, replacing original masonry.

The Landmarks Preservation Commission must not only ensure the preservation of these buildings, but treat this owner the same as all other owners of historic properties. It is disturbing that in this case there appears to be special treatment, where egregious violations of the law go without substantial penalty, and significant changes to the exteriors of historic buildings are approved without the requisite public input.  This sends a terrible message about the integrity of landmarks law.

I strongly urge you to require the speedy restoration of these properties, appropriate penalty for violations of landmarks law at this location, and full public review and approval for any proposed changes to the exterior of these buildings, as required by law.
