Dear Chair Srinivasan:
I am concerned that the proposed NYU Center for Spiritual and Academic Life’s requested lack of setbacks on Thompson and West 3rd Streets will overwhelm the scale of these streets, and overshadow neighboring structures such as the landmarked Judson Memorial Church.
However, I am also concerned that NYU is seeking exemptions from zoning requirements in this case without meeting the legally required findings, including establishing “programatic need,” demonstrating that this is the minimum variance necessary, and showing a lack of impact upon the character of the surrounding neighborhood and use of neighboring buildings. This is especially troubling because NYU intends to seek many more zoning variances and changes in the near future in and around this area, and thus it is imperative that they be held to the legally required standard for any such exemptions they seek.
