Zoning Variance Application for 51-57 Carmine Street


An application for a zoning variance for a new building at 51-57 Carmine Street (at Bedford Street) in the South Village will be heard at Community Board #2’s Land Use Committee this Wednesday, September 9th. The meeting begins at 6:30 pm and will be held in the Auditorium of the Scholastic Building at 557 Broadway (Prince Street); this is the second agenda item.  Read the zoning variance application here.

GVSHP first reported on a potential zoning variance application at this location in May.  As reported then, a developer has filed applications to construct a six-story plus penthouse structure on a site currently occupied by one and three-story buildings. The site lies within GVSHP’s originally proposed South Village Historic District, the first phase of which was landmarked by the City in 2010, but this site and a few adjacent lots were cut out of the district by the Landmarks Preservation Commission. While the proposed new building is no larger or taller than some surrounding buildings, it is larger than current zoning for the site allows for the planned residential and commercial structure. The variance application indicates the new development will include affordable as well as market-rate housing.

The zoning variance application will first be heard and voted upon by the Community Board, who will issue an advisory opinion as to whether or not it should be approved.  Then it will go before the Board of Standards and Appeals (BSA) for one or more public hearings.  The BSA will decide if the application meets the legal requirements for a zoning variance and if it will be granted in whole or in part.  The BSA hearing has not yet been scheduled.  Those interested in finding out more about the application and/or providing feedback to the Community Board about it are encouraged to attend tomorrow night’s hearing.
