Application Filed To Address 'One if By Land' Defacement
The owner of the ‘One if By Land, Two If By Sea’ restaurant at 17 Barrow Street (West 4th St./7th Avenue So.) has filed an application to address violations emanating from their removal of an ornamental archway from the early 19th century building without landmarks approval. When the archway was removed in early July, GVSHP (and many neighbors) immediately called upon the Landmarks Preservation Commission to slap the owner with violations, which was soon done. While the owner originally claimed that the familiar and beloved archway only dated to 1969, GVSHP was able to access documentation showing that the archway in fact dated to at least 1940, and was possibly considerably older.
To correct the violation, the owner must file an application to either restore the archway, legalize the changes made, or propose some other changes to the building. Any proposal must go through a public hearing and review process at the Community Board and the Landmarks Preservation Commission (LPC), where the public can testify on the plans. Violations can only be removed if the application is approved by the LPC.
Details of the application filed by the restaurant owner have not been finalized and are not yet clear. However, we understand that he is not currently seeking to restore the destroyed archway, but rather to add a more simplified element which includes the now-exposed cast-iron columns on the façade. The application will be heard this coming Monday night, August 17th at Community Board #2’s Landmarks Committee, at which time the application will be presented and the public will be able to comment.
